云南省財(cái)政支農(nóng)支出及其績效的實(shí)證研究
摘要：云南財(cái)政支農(nóng)支出規(guī)模對農(nóng)民增收的影響不顯著，但其支出結(jié)構(gòu)卻促進(jìn)了農(nóng)民收入水平的提高。由于財(cái)政支出的目標(biāo)偏差，云南財(cái)政支農(nóng)支出促使城鄉(xiāng)差距縮小的功能不明顯，使得其社會福利功能沒能得以體現(xiàn)。提出相應(yīng)的五個方面的對策措施。關(guān)鍵詞：財(cái)政支農(nóng)支出農(nóng)民收入水平城鄉(xiāng)收入差距多元回歸分析Granger因果檢驗(yàn)
Abstract:The paper applies stepwise regression to analyze the contribution of Yunnan fiscal expenditure for agriculture to agriculture economy growth and per capita annual income on agriculture of rural households,and uses Granger causality test to examine the relation of fiscal expenditure and per capita annual income of rural households and the income gap between urban and rural residents.The results suggesting that,the structure of fiscal expenditure for agriculture but not the scale has effect on the income of peasants.Because of the deviation of objectives of fiscal expenditure,the expenditure on agriculture could not narrow the income gap between urban and rural inhabitants.The Countermeasures can form three aspects.
