同時，共享單車也存在亂停亂放的現象。一些單車使用者缺乏責任心，在城市車站、軌道交通站點等交通集散地，以及學校、醫院、商場等人員流動性強、密集度高的場所周邊區域非停車區域停放單車，對公共資源進行非法占用，反而新增了城市交通擁堵。 因此，共享單車的興起是有利有弊的，促進共享單車的良性發展，不僅要依靠市民公共道德意識的提高，更離不開相關部門的制度規范。對于亂停亂放、損壞共享單車的行為，要和使用者的個人信用掛鉤，鼓勵企業建立個人信用體系和獎懲制度勢在必行。
